This and other evidence suggests that all Seyfert 2 galaxies may have Seyfert 1 spectra visible only in reflected light. The broad-line regions can be viewed directly in the cases where the otherwise obscuring tori are viewed pole on, and such objects would be classified as Seyfert 1 galaxies. It is crucial to determine whether this generalization of the polarization results is correct, and in particular whether all Seyfert 2 galaxies have polarized nuclear continuua with position angles perpendicular to the radio source axes. We argue that contamination by host-galaxy starlight usually renders this impossible to determine from the ground, while from space, the observations would be easy and straightforward. We can use the FOS on the HST as a polarimeter, cutting down drastically on the starlight by observing in the UV where the stellar flux is weak. We can also determine the geometry of the obscuring regions, and for some of the objects, we can determine whether the mechanism of the polarization is dust or electron scattering. UV Spectropolarimetric capabilities will be unavailable after Cycle 6. Questions Observing_Description: We propose to use the FOS blue detector with grating G270H, the B waveplate, and 0.9" aperture as a spectropolarimeter. The 0.9" aperture was chosen as the best compromise for including all of the polarized FC and excluding the maximum amount of unpolarized starlight. We will center the galaxies in the 0.9" aperture with a normal 4--stage peak up (43 minutes overhead; see Table 2--2 of the FOS handbook) designed to achieve 0.08" accuracy. The guide star acquisition and peak--up can be performed in one orbit in all cases. ***In the event that this target acquisition will not fit in one orbit, centering to 0.12" accuracy will be adequate.*** Given 6 min for the guide star reaquisition and 11 min overhead for a 4 position POLSCAN, observations will have at least 2100s available, allowing for multiple wavelength bins for most objects. We have selected 11 Seyfert 2 galaxies with among the highest measured fluxes in the UV, polarization measurements in the optical (for most of them), and in 2 cases, coordinates placing them in the CVZ. We will achieve at least a 5 Sigma measurement for P of 3% or greater. For several objects, we will achieve this S/N in more than one wavelength bin, to measure the wavelength dependence of polarization. This will help separate the contributions to reflection by electrons and by dust grains. This will be especially interesting for those objects which could conceivably be dominated by light from hot stars in the UV. The increase in exposure time to measure several wavelength bins for the brightest objects comes as a benefit of filling the orbits. For all objects we will naturally obtain high S/N continuum spectra allowing a comparison of the continuum slope and intensity with Seyfert 1 galaxies and with the continuum level necessary to explain the Halpha emission, as well as allowing comparison of any broad UV Fe II emission with that in Seyfert 1 galaxies. The SNR of 5 in the polarized flux will produce a PA accurate to 6 degrees, allowing us to determine unambiguously whether P is large or small and whether the PA are aligned (like Seyfert 1 galaxies and quasars) or perpendicular to the radio structure axis. For a given number of detected counts, (C), and modulation efficiency, (E), the signal--to--noise in a polarization measurement is: S/N = (E * P * C)/sqrt(2*C). The factor of sqrt2 comes from the conversion of Q and U to P. To determine the count rate, we have used the latest values for the HST and FOS efficiency listed in the FOS handbook, but we have multiplied the result by a factor of 0.5 because the FOS polarimeter can measure only one ray at a time and by another factor of 0.7 for the average waveplate transmission in this wavelength range. The modulation efficiency at 2500Angstroms is 0.77. Results of these calculations are similar to those derived using the formula in the FOS handbook, p. 10. The objects are bright enough that sky and dark are negligible. We have estimated the nuclear continuum fluxes at 2500Angstroms from the IUE measurements (and just above the atmospheric cutoff in two cases). Assuming a power law index of Alpha = 1.3, F_Nu proportional to nu^-Alpha (the medians from the acceptable quality IUE data, Kinney et al. 1991), and a P of 3%, we will aim for a polarized flux SNR of at least 5. With a dispersion of 2.09Angstroms/diode we will bin over enough diodes to get the required S/N between 2125 Angstroms and 3000Angstroms, excluding the emission lines. For example, an object which has F(2500 Angstroms) = 1.2 * 10^-15 ergs cm^-2 sec^-1 A^-1 (our faintest object) will require 1850s. Real_Time_Justification: Two of the objects in this sample are in the heart of the CVZ for this observing period: Mrk 78 and NGC 3982 For ambiguous cases, optical measurements of nearby stars can be acquired at Lick Observatory to determine with high precision the galactic interstellar polarization. Radio structure position angles are known for most of the objects, and can easily be obtained for the rest.
