Free format text (please update) Many fundamental problems in cosmology and astrophysics remain unsettled because the value of the expansion rate is uncertain to a factor of two. The refurbished HST has provided the opportunity to break this impasse. We propose to complete a program, which in combination with other GTO and GO work should lead to a measurement of H_0 to 10\ Our main goal is the observation of Cepheids in 19 fields in 18 nearby galaxies, for the purpose of calibrating the best secondary distance indicators, including the infrared Tully-Fisher relation, the Planetary Nebula Luminosity Function, the Surface Brightness Fluctuation method, the type Ia supernovae standard candle and the type II supernova Expanding Photosphere Method. From Cycle 4 observations we have inferred H_0 = 80 +/- 17 km/sec/Mpc. Other groups have adopted the same strategy in part, and one has obtained a significantly lower value of H_0 supported by HST observations of supernova host galaxies. In this proposal we show how these claims can be resolved with Cycle 6 data to attain an unequivocable result from the Key Project. Measurement of Cepheids in the Virgo and Fornax clusters receives strong emphasis in this final cycle. Unique features of this proposal include an end-to-end approach to the extragalactic distance scale, and a careful error budget for the Key Project. Questions ! Free format text (please update) Observing_Description: A two-orbit revisit of Cycle 5 galaxy NGC 1365 will strengthen the period determinations of longer period Cepheids. Twelve epoch campaigns on NGC 1326A, 1425, 3319, 4535, and 4548 will determine distances for these galaxies. Exposure times of two orbits per epoch are required for the Virgo and Fornax cluster galaxies, in order to find Cepheids as faint as V = 27.5. Single orbit photometry will suffice for NGC 3319. Limited color information is obtained in order to determine the average extinction to Cepheids in each galaxy. The total requirement is 32 orbits per cluster galaxy and half that for NGC 3319. A two orbit revisit of NGC1326A will be needed in Cycle 7. For a detailed description of the observations, see Ferrarese Etal (1995). Real_Time_Justification: Time-critical observations: in a coherent set of observations we need to determine accurate periods for Cepheids with a wide range of possible periods. Optimal usage of HST time therefore requires a carefully planned sequence. As an example, let us look at the case of NGC 1326A. We propose to begin the sequence on 4 October 1996 +/- 5 with the first V and I exposures, followed with observations spaced at 1.4 +/- 0.2 days, 3.1 +/- 0.2 days (V+I), 5.1 +/- 0.3 days, 7.5 +/- 0.4 days, 10.4 +/- 0.5 days (V+I), 14.0 +/- 0.7 days, 18.3 +/- 0.9 days, 23.8 +/- 1.2 days (V+I), 30.5 +/ - 1.5 days, 39.1 +/- 2.0 days, 50.0 +/- 2 days (V+I), and finally 365 +/- 5 days. The last observation is to minimize aliasing problems for the longer period Cepheids. Special orientation: because of undersampling, the position and orientation must be kept fixed for the maximum number of exposures. The length of the cycle, coupled to the roll constraints, allow for only a few days tolerance in the start of a sequence, and once initiated the observing cycle must be completed as specified in the given interval without omission.
