One would hope to rely on line_3: the knowledge of the FGS calibrations to simply measure one line_4: object and then the other. However, because of thermal, optical, and line_5: mechanical instabilities during "exposures", we will line_6: follow the GTO observing strategy of measuring two objects line_7: several times with some intermediate background stars as a line_8: stability check. Since a single observation set of a single pair is line_9: expected to average about 30 minutes, overall slewing time is line_10: expected to be a major factor in actual time consumption. line_11: Based on OV/SV/GTO observations, this strategy will optimize line_12: the use of HST for the objectives of this program. line_13: The observations consist of line_14: obtaining FGS readings on: 1) the EGO, 2) the HIPPARCOS star, line_15: and 3-5) 3 background stars (when available) in the pickle. line_16: The following sequence is observed: 1,3-5,2,1,2,5-3,1. line_17: When a star is brighter than V=9.5, the neutral density filter line_18: is inserted. When possible, another HIPPARCOS star line_19: is included as one of the "background" stars. The objects in the fields in line_20: the three FGS field of views for 1435+638 and HIPPARCOS star 221-98 are ! question: 3 section: 2 line_1: shown in the last figure. The Extragalactic Object is marked with a line_2: triangle, the HIPPARCOS star with a cross, and the "reference stars" are line_3: indicted by circles in FGS3. The other two "Pickles" show potential guide line_4: stars. The numbers are Guide Star Catalogue magnitudes. FGS3 is the line_5: astrometer FGS. ! question: 3 section: 4 line_1: Cycle 2: Primary Hours: 20 Exposures: 40 line_2: Cycle 3: Primary Hours: 10 Exposures: 20 line_3: Cycle 4: Primary Hours: 40 Exposures: 80 line_4: Cycle 5: Primary Hours: 40 Exposures: 80 line_5: These times and exposures are estimates because the first cycle 2 line_6: observations of this program have just been taken at this writing (7 line_7: May 1993). ! question: 4 section: 1 line_1: Simulations have shown that the expected regional systematic line_2: effects within the HIPPARCOS catalogue should be ~0.0001 arcsec. line_3: The expected individual HIPPARCOS position and motion errors line_4: are expected to be 0.002-3 arcsec and 0.002 arcsec/year. In line_5: tying the HIPPARCOS Reference Frame to EGOs, the error of the line_6: frame will depend on the errors of observations of the line_7: individual objects used. Two methods of high accuracy line_8: observations have been proposed. First is the VLBI observation line_9: of radio stars in HIPPARCOS directly with respect to EGOs. line_10: VLBI sensitivity limits the stars to a few RS CVn stars, with line_11: an accuracy of 0.002 arcsec. Some of these stars show radio- line_12: optical offsets at the 0.002 arcsec level. line_13: The second method is the one proposed here. The FGS measurements line_14: have an accuracy commensurate with both HIPPARCOS and line_15: radio measurements, again 0.002 arcsec. Other proposed line_16: methods rely on photographic astrometry of thousands of stars, line_17: galaxies, and QSOs, with measuring accuracies in the 0.1 to line_18: 0.01 arcsec range. These methods suffer from large systematic line_19: effects. No information about the optical structure of the line_20: EGOs or the stars can be obtained at the 0.04 to 0.002 arcsec ! question: 4 section: 2 line_1: level. Such information is obtained as a matter of course line_2: during HST observations. line_3: The proposed HST observations are the ONLY OPTICAL MEANS which line_4: can approach the expected accuracy of the individual HIPPARCOS line_5: star measurements, and these observations are REQUIRED, to line_6: achieve a reduction to a non-rotating coordinate frame at the line_7: level of the internal systematic accuracy of HIPPARCOS. ! question: 4 section: 3 line_1: The FGS observations are expected to take 51.2 sec/setting= line_2: (1/40 sec/sample)*(32 samples/integration)*(2^6 integrations/ line_3: setting) seconds/setting for the 11 settings/"observation" line_4: described in (3) above, due to the need to average over the line_5: "thermal hunt" cycle of the FGSs. The overhead per observation line_6: is expected to be twice the "time on target". 12 minutes are line_7: required for guide star acquisition. Each observation set line_8: is performed on a single orbit. Thus we have line_9: allotted 30 minutes for a single "average" observation with the line_10: FGSs. line_11: At an average of 2 single epoch observations/hour of HST time, line_12: with 40 hours allotted of GTO time and 40 hours GO time/year line_13: for 3 years, one arrives at 320 single-epoch observations to line_14: cover the 90 pairs. We expect to obtain observations at 3 line_15: epochs at 1 year intervals. Operational experience in the first line_16: year should substantially increase the efficiency of the line_17: observational procedures, so we should increase the number of line_18: observations we can obtain during the program, for the same line_19: number of requested hours. The program proposed here is the line_20: minimum acceptable program to reach an acceptable accuracy ! question: 4 section: 4 line_1: in the Extragalactic Link. The ideal goal is to obtain 10 line_2: year positions and proper motions for all pairs, yielding line_3: a system solution in the submilliarcsecond range. The 40 line_4: hours for the first GO year will provide single epochs for each pair. line_5: See the discussion of estimated Spacecraft time under section 8: line_6: Additional Comments, below. ! question: 5 section: 1 line_1: Because of power constraints, off-nominal roll will be available line_2: only under restricted conditions. Therefore, in order to line_3: maintain the maximum scheduling flexibility, the time of year line_4: has been selected to make the orientation of the astrometer line_5: FGS conform to the position angle of the EGO-HIPPARCOS star pair line_6: for the nominal roll on that date. In order to remove the line_7: effect of the HIPPARCOS star parallax in the determination of line_8: the proper motion, the observations of a given HIPPARCOS star line_9: EGO pair must be made at intervals of one year exactly, within line_10: a few days. line_11: Each observation consists of separate settings of the FGSs. line_12: The thermal/mechanical/optical stability line_13: of the OTA/FGS holds only over about 10 minutes. line_14: We have included check star measurements in the observation line_15: plan. However, each entire observation sequence must be line_16: performed contiguously to allow accurate determination of the line_17: target relative positions. ! ! ! question: 8 section: 1 line_1: AT THE TIME OF THIS SUBMISSION, THE RESOURCE ESTIMATOR IS line_2: OVERESTIMATING THE GUIDE STAR LOCK-UP TIME. ONLY ONE GUIDE line_3: STAR LOCK-UP IS REQUIRED FOR EACH OBSERVATION SET, BUT WE line_4: ARE BEING CHARGED ONE LOCK-UP FOR EACH REFERENCE STAR AND line_5: HIPPARCOS STAR SETTING. THEREFORE, THE TOTAL SPACECRAFT line_6: TIME CHARGED IS TOO LARGE BY A FACTOR OF ABOUT 4. line_7: THE ACTUAL SPACECRAFT EFFICIENCY AND REQUIRED TIME WILL BE line_8: CLOSER TO 30% AND 40 HOURS. line_9: (7 MAY 1993--PDH). line_11: At the time of this writing, the field distortions in FGS3 have been line_12: mapped to the 1 milliarcsecond level using 20 orbits of overlapping line_13: plate data on M35. The Astrometry Science Team and the STScI are line_14: performing observations to monitor the field distortions and provide line_15: for their correction over time. The first observations have been line_16: made for this program with the expected stability necessary to line_17: achieve the desired accuracies stated above. The HIPPARCOS line_18: catalogue reductions are expected to be completed in 1995. In order line_19: for these observations of motions to be of direct value to the line_20: HIPPARCOS Project, both second epoch observations of targets ! question: 8 section: 2 line_1: observed in Cycles 2 and 3 and first epoch observations of those line_2: missed in Cycles 2 and 3 MUST BE PERFORMED in CYCLE 4. line_4: This proposal is intended to extend observations of the GTO line_5: sources over a longer time base to improve the accuracy of line_6: the proper motions and obtain more temporal structure data. line_7: The proposal also extends the GTO list by a factor of 3. ! question: 9 section: 1 line_1: This program has been granted observing time many times in the past line_2: under proposal number 2565. Because of prolonged analysis before the line_3: HST Project would let Astrometric Science Observations commence, the line_4: first three observations for this program have been taken only in the last line_5: month (as of 5/7/93) and due to a bottleneck in the Post Observation Data line_6: Processing System, none of the data have been delivered to the PI as yet. line_7: But we are ever hopeful. The rms scatter in the individual data points line_8: are available, and show 3-6 milliarcseconds jitter in the individual line_9: pointings. The averaged individual positions should be good to a line_10: milliarcsecond internally. ! question: 9 section: 2 line_1: This proposal is a continuation and extension of 2565. The status is that line_2: FGS3 is calibrated to 0.002 arcseconds in field distortion over most of its line_3: field of view. Observations are under way to calibrate the plate scale to line_4: that level of accuracy over 15 arcminutes. FGS observations are being line_5: made of these pairs which will allow the system rotation to be determined. line_6: We only need to obtain the observations. The main result so far is that we line_7: need the system to let us make the observations in a timely fashion. ! question: 9 section: 3 line_1: "The Current Status of HST Astrometry for Linking the HIPPARCOS line_2: Frame to the Extragalactic Frame."
