The program will derive the internal optical motions of line_4: extragalactic objects (QSOs, BL Lacs, AGNs) at the +/- 0.002 line_5: arcsecond per year level of accuracy. line_7: 160 SAO stars within the FGSFOV of all selected QSOs, BL Lacs, line_8: and AGNs are included in the HIPPARCOS catalog. Ground based line_9: speckle observations have been used to pre-detect doubles which line_10: would cause problems for the FGS. The FGSs will measure the line_11: relative positions of SAO stars with respect to objects brighter line_12: than 17 mag. Fainter objects will be observed with the WFPC and line_13: FGS together. The objects have been selected in conjunction with line_14: the recommendations of the IAU working group in Radio/Optical line_15: Identifications, and have been selected for compactness and line_16: intensity. However, the nature line_4: of the observations means that the HIPPARCOS Instrumental line_5: Coordinate system will have an unknown overall rotation with line_6: respect to an inertial reference frame. The extragalactic line_7: objects define a frame which is very close to being inertial, line_8: differing only by cosmological effects. The goal of these line_9: observations is twofold: first to determine the relative line_10: positions and motions of selected Extragalactic Objects (EGOs) line_11: with respect to the HIPPARCOS reference frrame, and, by line_12: inverting the observations, infer the rotation of the HIPPARCOS line_13: frame, as part of the Astrometry Team GTO time, and second, by line_14: using the Planetary Camera and guiding FGSs in the Transit line_15: Circle mode, obtain structural information about the EGOs as line_16: part of the WF/PC GTO time. ! question: 2 section: 2 line_1: Several methods have been proposed to stop the HIPPARCOS frame line_2: rotation. The Space Telescope observations have the possibility line_3: to provide the most accurate of these determinations, possibly line_4: to the level of 0.0002 arcsec/year accuracy. Such a line_5: determination would make a significant impact on our knowledge line_6: of the motions of groups of stars (which now must have line_7: precession removed) and would provide a more stable reference line_8: frame against which to measure the motions of solar system line_9: objects, for orbital and relativity studies. line_11: Because the observations will be made over the lifetime of ST, line_12: internal apparent motions within the EGO cores will be observed line_13: or not observed at a level which can only be obtained at radio line_14: wavelengths using VLBI at the present time. The study of time line_15: variable optical positions will bring a new aspect to bear on line_16: the study of these objects. line_18: Speckle observations of candidate HIPPARCOS stars were used to line_19: determine which ones are multiple and hence unsuitable for line_20: these studies. Franz and McAlister used the KPNO 4-meter and line_21: the Perkins telescope in the northern hemisphere, and Argue line_22: and Morgan used the AAT in the southern hemisphere to obtain line_23: observations. ! question: 3 section: 1 line_1: Observations will be made with the "Transit Circle" mode line_2: using PC-8 and the astrometric data from the guiding FGSs line_3: simultaneously. The spacecraft must be oriented so that line_4: the EGO and HIP stars are aligned for appropriate use of line_5: the guide stars. ! question: 4 section: 1 line_1: Because of astrometric limitations of the atmosphere, ground- line_2: based observations are capable of only about 0.01 arcsecond line_3: accuracy in measuring the relative positions between two line_4: objects separated by more than an isoplanatic patch. These line_5: observations require the longest focus telescopes and detailed line_6: analysis of the optical distortions. This accuracy has only line_7: been achieved in a handful of fields. ST will provide single line_8: observations at the 0.002 arcsecond level, and should allow line_9: an order of magnitude increase over the ground-based line_10: observations. The standard method of ground-based observation line_11: is still the transit circle, so relative optical positions of line_12: the HIPPARCOS stars with respect to EGOs will not be measured line_13: from the ground. Radio positions using VLBI and VLA line_14: observations of RS CVn stars will be made to relate the line_15: HIPPARCOS frame to EGOs indirectly. However, ST has the line_16: capability to measure this rotation directly, without the line_17: problem of relating the optical and radio emission regions. line_18: The possible transfer of the radio reference frame to the line_19: optical will of necessity require such assumptions about line_20: the EGOs, but the use of at least 50 objects will allow line_21: statistical statements to be made which will be of great line_22: astrophysical interest. ! question: 5 section: 1 line_1: In order to minimize the impact of power constraints, the dates line_2: of observations were picked so that the nominal FGS orientation line_3: is aligned with the EGO-HIP star position angle, and off-nominal line_4: rolls are not required.
