Abstract The goal of this project is to determine systematic corrections to the Fundamental Coordinate System and to aid in the formation of a dynamical basis for future revisions of the System. Observations of relative positions are intrinsically more accurate than absolute positions, because of the global nature of the latter. Crossing points provide a means of bringing the relative positional accuracy to bear on global problems. The technique is being applied to small minor planets to provide a more accurate coordinate system, to study small effects in the gravitational field of the solar system, and to look for differences between a dynamical (inertial) and extragalactic reference frame. The FGS accuracy of 0.002 per observation is expected to be an order of magnitude better than a comparable ground based measurement. Some benefits to accrue from these studies are (a) improved galactic dynamics (b) an improved basis for absolute parallaxes, and (c) the determination of the rotation of the HIPPARCOS reference frame with respect to a dynamical frame directly. ------------------------------------------------------------------------------------ 8. The objective of the observations is to obtain the relative positions of two minor planets and any available HIPPARCOS stars during the (separate) passages of the minor planets through the same star field. A typical sequence will include FGS settings: (1) on the moving target (MT) using the POS mode preferred for its specific characteristics -- magnitude and rate, (2) on four background stars using the POS mode, (3) a repeat in reverse order of the first two reference stars, (4) repeat the observation on the Minor Planet. To be of maximum usefulness, each object should be observed within one FGSFOV as close to the crossing point as possible. The orbits have been refined at the 2 level. To be useful at all, both crossings must be observed in a similar manner with the Space Telescope. These may be hours apart or years apart. Exposure times, Apparent diameters, filters, and Rate Feed Forward are determined from predicted abs mags, sizes, and earth distance. THESE OBSERVATIONS ARE TIME CRITICAL Cycles will be stated, where possible, but implied by the dates of observability, in any case. Dates are given in AT special requirements. Spacecraft pointing is to insure both minor planet and reference stars are available at both crossing times. +/- times indicate times the minor planets are in the FGSFOV. ------------------------------------------------------------------------------------ 4. Justification of need for HST observations. (1) Higher intrinsic accuracy than ground observation (0.002: versus 0.02 is typical) (2) Better selection against systematic effects (detectors are linear, calibrated), (3) Accuracy commensurate with HIPPARCOS. ST is the only way available to provide the HIPPARCOS frame with a dynamical reference at its own level of accuracy, (4) provide few first quality observations on which to calibrate ground based systematic effects, (5) only way to determine HIPPARCOS systematic differences against observations of comparable accuracy, (6) will provide automatic check of ST plate scale at astrometric accuracies. ------------------------------------------------------------------------------------ 5. Description of special scheduling requirements. (1) 32 K bit link--moving target (2) time critical--MT in specific field (3) Orientation is nominal according to date. ------------------------------------------------------------------------------------ 6. Description of special calibration exposures. Measure a check field to determine that latest calibration is still applicable. If not, require an astronometric calibration. Relative positions and UT times and orbit positions will be produced using ADRS in SDAS. Reduction to crossing point normal equations will be performed at UT Austin on VAX or Cyber computers. Initial results--error estimates, c rho values, alpha's, delta's, will be available and published on a continuing basis. Intermediate system analysis will be available annually.
